Certification Policy & Governance Framework

This Certification Policy defines the principles, governance structure, qualification criteria, and certification lifecycle for the Pharmaceutical Microbiology Competency Certification (PMCC). The policy ensures that certification is granted based on demonstrated competency, regulatory awareness, risk-based understanding, and professional integrity.


1. Purpose of Certification

PMCC certification validates the professional competency of individuals working in pharmaceutical microbiology, sterile manufacturing environments, and contamination control systems.

Certification confirms that the candidate has:

  • Demonstrated scientific understanding of microbiology principles
  • Understood regulatory expectations (EU GMP, WHO GMP, USP guidance – awareness level)
  • Applied risk-based thinking
  • Successfully passed structured competency evaluation

2. Certification Levels

Level 1 – Basic (Access Qualification)

  • Mandatory for entry into controlled manufacturing and microbiology areas
  • Focus: Fundamentals, contamination awareness, GMP behavior
  • Certification Validity: 1 Year

Level 2 – Expert / SME (Subject Matter Expert)

  • Designed for Microbiologists, QA professionals, Supervisors
  • Focus: Investigation, decision-making, risk assessment, regulatory alignment
  • Certification Validity: 2 Years

3. Certification Requirements

4. Certification Validity & Renewal

Certification is not permanent and must be renewed through requalification.

  • Basic Level – Annual Requalification Required
  • Expert Level – Re-certification required every 2 years
  • Re-certification may include updated regulatory assessment
  • Failure to requalify results in certification lapse

5. Certification Issuance

Upon successful completion, the candidate shall receive:

  • Digital Certificate
  • Unique Certification ID
  • Certification Validity Period
  • Verification Reference Number

Certificates may include QR code or online verification system.


6. Scope of Certification

PMCC certification confirms individual competency in pharmaceutical microbiology principles and practices. Certification:

  • Does not replace regulatory authority approval
  • Does not override employer qualification systems
  • Does not guarantee employment eligibility
  • Is limited to the defined competency level

7. Code of Professional Conduct

Certified individuals must adhere to professional and ethical standards, including:

  • Maintaining GMP discipline
  • Following contamination control principles
  • Protecting confidential information
  • Reporting deviations honestly
  • Maintaining data integrity (ALCOA principles)
Failure to maintain ethical standards may result in certification suspension or withdrawal.

8. Suspension & Withdrawal Policy

PMCC certification may be suspended or withdrawn in the following cases:

  • Proven misconduct during examination
  • Falsification of professional credentials
  • Serious GMP violations
  • Failure to comply with certification renewal requirements

Suspended certifications cannot be presented as valid.


9. Complaints & Appeals

  • Complaints regarding certification decisions must be submitted within 7 working days
  • Written documentation required
  • Independent review panel decision shall be final

10. Certification Governance

PMCC certification governance includes:

  • Curriculum Review Committee
  • Examination Panel
  • Quality Oversight Authority
  • Periodic Policy Review Committee

Certification scheme shall be reviewed annually or upon major regulatory updates.


11. Regulatory & Industry Alignment

The PMCC certification structure is aligned with:

  • EU GMP Annex 1 (Sterile Manufacturing – awareness alignment)
  • WHO GMP Guidelines
  • USP Microbiology Chapters (Awareness level)
  • Risk-based Quality Management Principles
